RESULTS OF THE 2005 TOWN MEETING

Here are the results from the 2005 Francestown Town Meeting, held Saturday, 12 March 2005. Starting at 10:00am, a record number of townspeople turned out despite the heavy snow to discuss and vote on part 2 of the Annual Town Warrant (articles 5 through 26).

Part 1 of the Warrant (articles 1 through 4) were voted on at the town elections held Tuesday, 8 March 2005 at the Town Offices. Click here to see those results.



Article 5.

(Bond) (By Ballot) 2/3 vote required for passage.

Passed

To see if the Town will vote to raise and appropriate the Sum of One Million Dollars ($1,000,000.00) for the acquisition of conservation easements or open space lands by the Town, all for the permanent protection of appropriate natural land in the Town of Francestown, the suitability of such land to be determined by the Conservation Commission using their evaluation procedure adopted in 2004, and to authorize the Selectmen and Conservation Commission to act on behalf of the Town in connection with such acquisitions of conservation easements or open space land pursuant to NH RSA 36-A, and to further authorize the issuance of One Million Dollars ($1,000,000.00) of bonds and/or notes in accordance with the provisions of the Municipal Finance Act (NH RSA, Chapter 33) and to authorize the Selectmen to issue, negotiate, and regulate such bonds and/or notes and to determine the rates of interest thereon: such bonds shall have a term of maturity of not less than 20 years.

Passed: 264 yea, 44 nay.


Article 6.

To raise such sums of money as may be necessary to defray town charges for the ensuing year and to make appropriations for the same.

Account #4583, "Patriotic Purposes", changed from 0 to $1,000 (intended for flags and replacement of plaques on graves of veterans).


Article 7.

To see if the Town will vote to raise and appropriate the sum of Two Hundred Twenty Three Thousand Dollars ($223,000.00) to be placed in the Capital Reserve Accounts, to be allocated as follows:

This article passed on the initial vote. Later, after Article 19 was withdrawn at the request of the Conservation Commission, this article was reconsidered, and amended to change the line item for "Future Replacement of Fire Trucks" from $0 to $35,000.


Article 8.

To see if the Town will vote to raise and appropriate the sum of $40,440 for the purchase and fit-up of a 2005 Police 4 door SUV, such sum to be raised by the withdrawal of $38,140.00 from the Capital Reserve account entitled “Future Replacement of Police Cruiser,” $2,300 from the undesignated General Fund balance.

Based on a quote received from a dealer, the article total was amended to $39,410, with $1,270 to come from the undesignated General Fund balance.


Article 9.

To see if the Town will vote to raise and appropriate the sum of $144,000 for the replacement of a 6 wheel dump truck with a front plow, wing and sander body, and a four wheel 1-ton dump truck with a front plow, such sum to be raised by the withdrawal of $130,000 from the Capital Reserve account entitled "Future Purchase of Highway Equipment," and $14,000.00 from the undesignated General Fund balance.

Based on quotes recieved, the article total was amended to $136,000, with $6,000 to come from the undesignated General Fund balance.


Article 10.

To see if the Town will vote to raise and appropriate the sum of $85,000 to replace the existing salt shed with a 40 x 60 pole barn with an asphalt base, such sum to be raised by the withdrawal of Eighty Five Thousand Dollars ($85,000.00) from the undesignated General Fund balance.

Article 11.

To see if the Town will vote to amend the operation requirements of the Revocable General Cemetery Maintenance Trust created in 2004 so that the Cemetery Commission are agents to expend both the principal and interest of this trust, rather than only the interest.

Article 12.

To see if the Town will vote to raise and appropriate the sum of $7,813.75 and deposit said amount in the General Cemetery Trust, said amount being revenue received from the sale of cemetery lots $300 and a timber harvest from cemetery property $7,513.75 in the year 2004.

Article 13.

To see if the Town will vote to raise and appropriate the sum of $349,591 to purchase a new Class A Pumper with necessary equipment; and to authorize withdrawal of $270,000.00 from the Capital Reserve Fund entitled "Future Replacement of Fire Trucks," $54,591.00 such sum raised by taxation, and accept a gift from the Mt. Crochet Firefighters Association of $25,000.00.

Article 14.

To see if the Town will vote to establish a Capital Reserve Account entitled "Future Replacement of Town Bridges," and to raise and appropriate the sum of $1,000.00 to fund the account "Future Replacement Town Bridges," such sum to be raised by taxation.

Article 15.

To see if the Town will vote to establish a Capital Reserve Account entitled "Future Replacement and Repair of Dry Fire Hydrants and the Establishment and Maintenance of Fire Ponds," and to raise and appropriate the sum of $2,500.00 such sum to be raised by taxation to fund the account "Future Replacement and Repair of Dry Fire Hydrants and Establishment and Maintenance of Fire Ponds".

Article 16.

(2/3 Vote Required) To see if the Town will vote to change the designation of the Capitol Reserve account entitled "Future Replacement of Department Radios" to “Future Replacement of Fire Equipment".

Article 17.

To see if the Town will vote to raise and appropriate the sum of $35,000.00 to provide the Town with a detailed bid package to reconstruct the portion of Poor Farm Road from Route 136 to the newly constructed bridge (approximately ˝ mile) and provide a detailed evaluation of all large diameter culverts within the Town to include repair/replacement recommendations, such sum to be raised by the withdrawal of $35,000.00 from the Capital Reserve account entitled “Future Town Road Improvements".

A motion was made to table this article until such time as bids were received; the motion passed.


Article 18.

(By Petition) To see if the Town will vote to raise and appropriate the sum of $5000.00 to treat Scobie Pond (aka - Haunted Lake) with herbicide to reduce the proliferation of milfoil, such sum to be raised by taxation.

Based on a quote received, the amount was amended to $4000.


Article 19.

To see if the Town will vote to raise and appropriate the sum of $40,000.00 to be placed in the Conservation Fund as authorized by RSA 36-A:5, such sum to be raised by taxation.

Withdrawn

The Conservation Commission asked to withdraw this article in response to passage of the bond (Article 5). After the article was withdrawn, a vote to reconsider Article 7 passed, and Article 7 was amended.


Article 20.

To see if the Town will vote to designate a 25+/- acre Town owned lot located on Farrington Road known as Tax Map 1, Lot 10 (purchased through the Conservation Commission in 2004) as a Town Forest as allowed by RSA 31:110 and to annex a 1.1+/- acre lot of Town-owned land known as Tax Map 4. lot 11 located on East Road to Tax Map 4, Lot 16 (the former Tamposi land that is part of the Crotched Mt. Town Forest), thereby adding this 1.1 acre lot to the Crotched Mt. Town Forest, and further authorize the Francestown Conservation Commission to manage this property under the provisions of RSA 312:112, II.

Article 21.

To see if the Town will vote to allow a conservation easement for the purpose of protecting open space and conserving natural resources to be placed on Town-owned parcels of land that include Tax Map 3, Lot 91.1, a 10+/- acre lot on Journeys End Road, and Tax Map 1, Lot 2.4, a 5+/- acre lot located on Greenfield Road, allowing the Conservation Commission discretion with the wording easement and with the holder of the easement subject to approval of a majority of the Selectmen.

Article 22.

To see if the Town will vote to transfer ownership of the obsolete 1969 International fire truck, valued at $2,500.00 to the Mt. Crotched Firefighters' Association for their use and benefit.

Article 23.

To see if the Town will vote to subdivide and transfer ownership of a 3+/- acre non-buildable parcel from the Town owned Crotched Mountain Property (Map 7 Lot 3) that houses 2 deeded wells and a pump house for the condominiums off of East Road for the current and all future costs connected with the ownership of all Town-owned Lots on East Road and part of Mountain Maintenance Corporation Association.

Article 24.

(By Petition) To see if the Town will adopt the provisions of RSA 72:28, II & IV, for the optional veterans tax credit of $500.00 on residential property and replace the standard tax Veteran credit of $50 RSA 72:28,1.

Article 25.

To see if the Town will vote to establish a Heritage Commission, according provisions of RSA 673:4-a, composed of five (5) members and two (2) alt members to be appointed by the Selectmen, such commission to serve as an advisory body to local agencies and boards, to identify and protect historic cultural resources of community significance, and to exercise such other authority as granted under RSA 674:44-b.

To transact any other business that may legally come before said meeting.


The meeting was adjourned about 4:30pm.
