2008 TOWN MEETING

The 2008 Francestown Town Meeting will be held Saturday, 15 March 2008, starting at 10:00am. Please attend to vote on part 2 of the Annual Town Warrant (articles 7 through 29).

Part 1 of the Warrant (articles 1 through 6) is voted on at the town elections held Tuesday, 11 March 2008 at the Town Offices. Click here to see those articles.

Article 7.

To see if the Town will vote to raise and appropriate the sum of One Million, Four Hundred Sixteen Thousand, One Hundred Twenty Five Dollars ($1,416,125.00), such sums to be raised by taxation, or take any other action relating thereto;


Article 8.

(2/3 Vote Required) To see if the Town will vote to change the name of the Capital Reserve Account entitled “Future Replacement of Fire Equipment” to read “Future Replacement or Purchase of Fire Equipment”, or take any other action relating thereto;


Article 9.

(2/3 vote required) To see if the Town will vote to change the name of the Capital Reserve Account entitled “Future Replacement and Repair of Dry Fire Hydrants and the Establishment and Maintenance of Fire Ponds” to “Future Establishment, Replacement and Maintenance of Non-Pressurized Water Supplies and Appliances for Fire Suppression” or take any other action related thereto;


Article 10.

To see if the Town will vote to raise and appropriate a sum not to exceed One Hundred Sixty Five Thousand Dollars ($165,000.00) to purchase a new ten wheel dump truck, such sum to be raised by the withdrawal of Sixty Five Thousand Dollars ($65,000.00) from the Capital Reserve Account entitled “Future Replacement or Purchase of Highway Equipment”, and One Hundred Thousand Dollars ($100,000.00) from Undesignated Fund Surplus, or take any other action thereto; The Selectmen and a majority of the Budget Advisory committee (3-2) recommend this appropriation.



Article 11.

To see if the Town will vote to raise and appropriate the sum of Two Hundred Eighty Nine Thousand dollars ($289,000.00) to be placed in the Capital Reserve accounts, to be allocated as follows:


Future Replacement of Fire Trucks$35,000
Future Replacement of Fire Equipment$5,000
Future Establishment of Fire Ponds/Dry Hydrants $11,000
Future Replacement of Purchase of Hwy. Equip. $100,000
Future Replacement of Police Cruiser $10,000

Article 12.

To see if the Town will vote to raise and appropriate the sum of Six Thousand Sixty Nine Dollars ($6,069.00) for the annual lease/purchase payment on the Kubota sidewalk snow plow, such sum to be raised by the withdrawal of Six Thousand Sixty Nine Dollars ($6,069.00) from Undesignated Fund Surplus, or to take any other action related thereto; The Selectmen and a majority of the Budget Advisory Committee (3-2) recommend this appropriation.



Article 13.

To see if the Town will vote to raise and appropriate the sum of One Hundred Seventy Thousand Dollars ($170,000.00) for an addition to the George Holmes Bixby Memorial Library to bring the library into ADA compliance; and increase utilization of the entire building, such sum to be raised by the withdrawal of One Hundred Seventy Thousand Dollars ($170,000.00) from the Capital Reserve Account entitled “Future Library Building”, or to take any other action related thereto; The Selectmen and the Budget Advisory Committee recommend this appropriation.



Article 14.

To see if the Town will vote to raise and appropriate a sum not to exceed One Hundred Ten Thousand Dollars ($110,000.00) to complete the reconstruction of Poor Farm Road between Todd Road and Route 136 at the town center, such sum to be raised by the withdrawal of One Hundred Ten Thousand Dollars ($110,000.00) from the Capital Reserve Account entitled “Future Town Road Improvements”, or take any other action related thereto; The Selectmen and the Budget Advisory Committee recommend this appropriation.



Article 15.

To see if the Town will vote to raise and appropriate a sum not to exceed Thirty Five Thousand Dollars ($35,000.00) for repairs to the twin culvert bridge located on the Second New Hampshire Turnpike South between Woodward Hill and Clarkville Roads, such sum to be raised by the withdrawal of Thirty Five Thousand Dollars ($35,000.00) from the Capital Reserve Account entitled “Future Replacement of Town Bridges”, or to take any other action related thereto; The Selectmen and Budget Advisory Committee recommend this appropriation.



Article 16.

To see if the Town will vote to raise and appropriate a sum not to exceed Twenty Seven Thousand Eight Hundred Sixty Five Dollars ($27,865.00) for the replacement of the police cruiser, such sum to be raised by the withdrawal of Twenty Seven Thousand Eight Hundred Sixty Five Dollars ($27,865.00) from the Capital Reserve Account entitled “Future Replacement of Police Cruiser”, or take any other action related thereto; The Selectmen and a majority of the Budget Advisory Committee (3-2) recommend this appropriation.



Article 17.

To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars ($3,000.00) to purchase new side arms for the Police Department, such sum to be raised by taxation, or to take any other action related thereto; The Selectmen and the Budget Advisory Committee recommend this appropriation.



Article 18.

To see if the Town will vote to raise and appropriate the sum of Eleven Thousand Five Hundred Dollars ($11,500.00) to replace the roof at the Town Offices, such sum to be raised by the withdrawal of Eleven Thousand Five Hundred Dollars ($11,500.00) from the Capital Reserve Account entitled “Future Town Building Improvement/Acquisition”, or to take any other action related thereto; The Selectmen and the Budget Advisory Committee recommend this appropriation.



Article 19.

To see if the Town will vote to raise and appropriate a sum not to exceed Sixteen Thousand Dollars ($16,000.00) to rebuild the road grader articulator, such sum to be raised by taxation, or to take any other action related thereto; The Selectmen and a majority of the Budget Advisory Committee (4-1) recommend this appropriation.



Article 20.

To see if the Town will vote to raise and appropriate a sum not to exceed Ten Thousand Dollars ($10,000.00) for the purchase of a computer system to tie the Fire Department to Southwest Mutual Aid Dispatch, such sum to be raised by a withdrawal of Ten Thousand Dollars ($10,000.00) from the Capital Reserve Account entitled, “Future Purchase or Replacement of Fire Equipment”, or take any other action thereto; The Selectmen and the Advisory Committee recommend this appropriation.



Article 21.

To see if the Town will vote to raise a sum not to exceed Fifteen Thousand Dollars ($15,000.00) for hydrologic studies to determine the reliability of existing and future sources of water for fire suppression, such sum to raised by a withdrawal of Fifteen Thousand Dollars ($15,000.00) from the Capital Reserve Account entitled, “Future Establishment, Replacement and Maintenance of Non-Pressurized Water Supplies and Appliances for Fire Suppression”, or take any other action thereto; The Selectmen and a majority of the Budget Advisory Committee (3-2) recommend this appropriation.



Article 22.

To see if the Town will vote to raise and appropriate the sum of Forty Thousand Dollars ($40,000.00) to be placed in the Conservation Fund as authorized by RSA 36-A:5, such sum to be raised by the withdrawal of Forty Thousand Dollars ($40,000.00) from Undesignated Fund Surplus, or take any other action related thereto;



Article 23.

To see if the Town will vote to raise and appropriate the sum of Five Thousand Seven Hundred Fifty Dollars ($5,750.00) for the treatment of invasive milfoil in Scobie Pond (aka Haunted Lake), such sums to be raised by taxation; or take any other action related thereto; The Selectmen and a majority of the Budget Advisory Committee (4-1) recommend this appropriation.



Article 24.

To see if the Town will vote to raise and appropriate a sum not to exceed Seven Thousand Two Hundred Dollars ($7,200.00) to purchase and install a new waste oil furnace for the Highway Garage, such sum to be raised by taxation, or to take any other action related thereto; The Selectmen and a majority of the Budget Advisory Committee (4-1 abstain) recommend this appropriation.



Article 25.

To see if the Town will vote to raise and appropriate a sum not to exceed Seventy Thousand Dollars ($70,000.00) to install a geothermal HVAC system in the Bixby Library, such sums to be raised by the withdrawal of Seventy Thousand Dollars ($70,000.00) from the Capital Reserve account entitled “Future Town Building Improvement/Acquisition”, or to take any other action related thereto; The Selectmen and a majority of the Budget Advisory Committee (3-2) recommend this appropriation.



Article 26.

To see if the Town will vote to raise and appropriate the sum of Four Thousand Four Hundred and Seventy Five Dollars ($4,475.00) and deposit said amount in the General Cemetery Trust, said amount representing revenue received from the sale of cemetery lots: Four Thousand Four Hundred Seventy Five Dollars ($4,475.00) in the year 2007, or take any other action related thereto; The Selectmen and the Budget Advisory Committee recommend this appropriation.



Article 27.

To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars ($3,000.00) to develop a professional town web site, such sum to be raised by private donation, or take any other action related thereto; The Selectmen and the Budget Advisory Committee recommend this appropriation.



Article 28.

(By Petition) To see if the Town will adopt the following ordinance: No person shall deface, alter the location of, or remove any stone wall which was made for the purpose of marking the boundary of, or which borders, any road in the Town of Francestown, unless upon the written consent of the Planning Board and the Board of Selectmen, except for driveways and points of access approved by appropriate State and local authorities.



Article 29.

(By Petition) To see if the Town will vote to reimburse Betsy Wiederhold the sum of $276.45 for the 29 Veterans staffs that she purchased for the Francestown Cemetery.



Article 30.

To transact any other business that may legally come before said meeting.
